Can you describe how you started it? Position of the throttle, choke, etc. Did the prop spin when it started? Often when you first start some motors, they will rev and on the hose, it can be a little un-nerving. Do you have a tack? When I would start my Johnson, it wouls run at about 1500rpm for a minute and then back down to idle. If it started in gear, you need that fixed ASAP.
My procedure was to pump the buld, turn the key to on and press in a few times to prime, then turn to start. The motor would fire right up, but race for a minute. I don't know much about your set up but maybe can shed some light.

I started it by key electric start. I'm not sure if the prop spun, i don't think so because it was in neutral. And this revved extremely loud. I notice when i move my throttle and my shifter cables the throttle doesnt move but the shifter does. So I'm thinking new cables. And I've seen the motor idle before when I bought it and it was nowhere near that loud. It's because my cables were very long and its only about four or so feet from the control box to the motor.

You need to isolate the problem. Disconnect the cables and try starting it again. Then move the throttle and see if the cables move freely. You know when you move the throttle forward the shift cable moves first to put it in gear, then the throttle cable moves. It can be the cables or the linkage on the carbs. New cables may or may not solve the problem so thoroughly check it out before spending any money.

So I've decided that whats left on the boat are things I am not capable of doing so unfortunately I must find another person to work on it I compiled a list of things I have left to do and here they are

Battery box mounted
Front battery strapped down
Steering wheel correct Wood Ruff Key size
Cooler seat strap down mechanism
Throtle cable fix
Correct livewell setup
New trailer winch
Bilge pump mounted
Trailer hub covers

As you can see these are somewhat simple things but I have absolutely no tools of any sort and want every thing done professionally.

Most of those repairs seem simply enough. You should give it a try.
Buy some tools, rather than paying someone to fix it for you.

Owning a boat, you will always face a constant repairs and maintenance.
Learning to do it now will save you a lot of money in the future. And you will have a much better understanding on how things work on your boat.

Take one problem at a time, do a little reading online and give it a try.
If you need some help, just ask.
Some one here properly has done it before.

Thats true the only things I believe I need done for me are the throttle fix and a proper livewell setup.

Other than the livewell setup, you wouldn't need many tools. A drill and some hand tools. Depending on where the battery box is located, it usually gets screwed down. A pilot hole and a screw. The thing to remember when mounting anything on a boat, try to determine what's on the other side. You don't want to mount directly to the bottom of the boat, but mounting to the deck isn't a big deal. After you drill a hole, coat the screw with a good caulk to prevent water intrusion. There's a lot of info on-line and folks are always willing to help. Take your projects one at a time. Post it up with pics if possible to show location and either me or one of the other guys will try to walk you through it or point you in the right direction. If you ever watched Ship Shape TV, John G, the host didn't know much about fixing boats when he started. He had a co-host the walked him through things until he felt comfortable. Don't be afraid to ask. There are no dumb questions. Good luck getting the boat ready to splash.
